Microsoft 365 Copilot combines seat licenses for work in Microsoft 365 with metered Copilot Credits for some agent capabilities. A calculation based only on price times employees is incomplete.

Supported licensing points

• Microsoft 365 Copilot Business: USD 21 per user/month paid yearly; the official US page displayed USD 18 as a promotion through 30 September 2026. It is aimed at organizations with up to 300 users.
• Enterprise: the enterprise page lists USD 30 per user/month with annual commitment; a qualifying base license is also required.
• Nonprofit: Microsoft states a 15% discount for eligible nonprofits and USD 25.50 per user/month paid yearly on its US page. Eligibility, market availability and the base license must be checked through Microsoft for Nonprofits.
• Copilot Chat: available to eligible Microsoft 365 users without a separate Copilot seat, but it does not automatically grant the same features and usage rights as Microsoft 365 Copilot.

USD 0.01 is a credit price, not always a turn price

Microsoft's Copilot Studio billing documentation uses Copilot Credits. Pay-as-you-go is USD 0.01 per Copilot Credit according to the Azure page. An agent step can use multiple credits depending on capability, knowledge and complexity, so “every message costs one cent” is not a safe generalization.

Microsoft still documents a USD 0.01 message meter for certain Microsoft 365 Copilot pay-as-you-go services; its exact scope is in the meter documentation. Identify the harness, channel, capabilities and licensed-user treatment before calculating.

Internal agent versus external portal

An agent made in Microsoft 365 or Copilot Studio is not automatically a public B2C portal. External sites, apps and non-Microsoft channels have separate publishing, identity, consumption and governance requirements. Purview documentation for Copilot Studio says Purview capabilities for agents published to non-Microsoft channels can require pay-as-you-go to be enabled.

A tenant region alone is not a complete data-flow analysis. Check current Microsoft 365 Copilot data residency and connected agents, plugins, web grounding and subprocessors. Purview supports controls such as DLP, audit, eDiscovery, retention and data-security posture for Copilot interactions, but not every capability is included in every base license; see Purview for Microsoft 365 Copilot and Copilot Chat.

Unsupported blanket ROI percentages, staffing-day estimates and cross-platform per-head comparisons have been removed. Measure seats, credits, external channels, governance effort and actual use in a pilot.
