Power BI Premium is a capacity-based licence for large-scale deployments: paginated reports, unlimited viewer licences, AI-powered insights (Copilot), on-premises data gateway, incremental refresh and large datasets (>1 GB). Row-Level Security restricts which data rows a user sees in a Power BI report – for example, each regional manager only sees their region's figures.
